Mercy Corps Various Vacancies (6 positions)

Mercy Corps has been working in Nigeria since 2012. With a team of over 25 people, our country programs currently focus on conflict mitigation, economic development, girls’ education, and women and girls’ financial inclusion. Mercy Corps Nigeria is launching a new program, in consortium with other NGOs, aimed at promoting household economic development and financial inclusion.


1. HUMANITARIAN DIRECTOR

POSITION TITLE: HUMANITARIAN DIRECTOR

GENERAL POSITION SUMMARY:
The Humanitarian Director is responsible for coordinating and implementing the delivery of non-food items and livelihood restoration for internally displaced and host community households in Gombe. Position includes daily management of program activities and program staff, ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results.

The Humanitarian Director is a strong team leader, able to develop and mentor field team members operating in Gombe, s/he is an effective communicator, able to work remotely with internal and external stakeholders to achieve common objectives.  S/he is responsible for managing relationships with local partners and international colleague agencies, beneficiaries, local authorities and donor representatives, thus contributing to achievement of agency goals through innovation, program development and displaying expertise in humanitarian programming.

The aim of the Mercy Corps response in Gombe is to provide emergency relief and livelihood assistance to displaced and host families principally through partnerships with local relief committees in Gombe state.

KNOWLEDGE AND EXPERIENCE:
• BA/BS or equivalent in international studies, economics or other relevant field; MA/S preferred.
• 6 years of international relief and development program management experience, in emergency program management.
• Previous experience in operating and managing teams in conflict and insecure environments, required • Combination of direct and remote management experience preferred.
• Previous demonstrated experience in cash or voucher programming, preferably in insecure settings, highly desirable
• Demonstrated ability to manage and communicate effectively with team members of varied work styles.

2. EMERGENCY RESPONSE AND LIVELIHOOD PROJECT OFFICER

PROGRAM SUMMARY:
MC Nigeria anticipates starting a new emergency response program in Gombe state. This one-year program will incorporate relief work and livelihood in order to address to support displaced people and host communities in Gome State.

GENERAL POSITION SUMMARY:
Under supervision of Humanitarian Director, the Field Officer provides day-today oversight of all aspects of Program implementation and its wide range of activities. S/he will make sure that all activities are delivered according to the workplan and implementation strategies. Successful candidate will be able to trouble shoot and provide any necessary support. Field Officer will be responsible for establishing and maintaining relationships with partners, so to ensure transparent beneficiary targeting, smooth and timely distribution of non-food items and coordination of capacity building endeavors. S/he is an effective communicator and is able to work with a diverse team to achieve common objectives.

PROGRAM MANAGEMENT
Contribute towards implementation of the plan of action for OFDA funded program according to the guidelines and schedules set by the Program Manager, SPO and Field Officers and technical team Ensure all program activities are implemented in coordinated and timely manner. Ensure all aspects of distribution are managed according to Mercy Corps and donor regulations. This includes the creation of distribution plans and distribution monitoring plans that are in line with internal Mercy Corps procedures, budget and timeline. Coordinate selection, agreements and support to local partners for successful capacity strengthening activities. Guide Project Assistants to ensure that beneficiary lists are maintained based on established selection criteria. Work with local partners to construct distribution mechanisms that are contextually appropriate and efficient. Work closely with M&E team to plan and conduct all necessary post distribution monitoring. Work closely with technical unit to ensure high quality activities delivery Work closely with the Response team and Mercy Corps’ support staff and other project staff to ensure that program activities provide maximum impact in target areas. Work closely with logistic team on coordination of deliveries and distribution schedules Assist the program team in launching new assessments. Assist with the sharing of lessons learned and good practices for dissemination within Mercy Corps and to other agencies and interested parties.

MAJOR ACTIVITIES
Develop and maintain partnership with identified groups to facilitate distributions and other activities. Review and modify distribution plan with partners and implementation plans with project assistants (if applicable) and field monitors Develop weekly movements and activities plans Submit weekly activity reports and maintain daily communication with the supervisor Provide day-to-day supervision and support to the project assistants and field monitors Coordinate with local government structures to ensure coordination during distributions and other activities Ensure community support for programs, and minimize conflicts around product distribution. Work closely with M&E team to design, plan and implement effective monitoring and evaluation systems to capture impact and ensure that the program is responsive to opportunities and challenges. Document lessons learned and submit regular field reports to the Program Manager

Representation Regularly coordinate with other Mercy Corps program, administrative and financial staff, local partners, government officials, community stakeholders in relation to the distribution of the program products. Represent Mercy Corps, in coordination with the Program Manager to local partners, community groups and local administration; participate and/or facilitate coordination and collaboration with other agencies implementing similar activities to avoid duplication and maximize sharing of lessons learned and tools.

KNOWLEDGE AND EXPERIENCE:
• BA/BS or equivalent
• At least 3 years of working experience, with minimum 1 year of supervisory experience. Previous WASH experience highly desirable
• Experience mobilizing war-affected populations and overseeing distribution of non-food items is a definite plus.

3. MONITORING, EVALUATION & LEARNING (MEL) OFFICER

PROGRAM/DEPARTMENT SUMMARY:

The Monitoring, Evaluation and Learning (MEL) Officer will be responsible for supporting the Humanitarian Director to ensure that MEL systems, procedures, performance monitoring and results reporting are in place, effectively implemented and well synchronized. The MEL Officer could travel frequently and will be based in Gombe

ESSENTIAL JOB FUNCTIONS:
MEL System Development and Maintenance – Collaborate closely with colleagues and partners in developing and establishing the MEL system serving the needs of the overall program.  The system must be designed and maintained to harmonize MC Nigeria and partner project approaches with utility and program quality in mind, providing managers and their team’s real time information that can steer program implementation as well as improves our ability to analyze and represent impact to donors, government, colleague agencies, and communities themselves.
Staff Training and Capacity Building- Build the capacity of all relevant team members to develop and maintain an excellent MEL system and enable them to develop excellent reports and other documents
Monitoring and Evaluation Assessments – Assist in designing programs that incorporate Mercy Corps’ and MC Nigeria’s standards on design, monitoring, evaluation and learning. Ensure that monitoring systems meet donor requirements.

Grants and Reports Management 
• Developing appropriate documentation to track grants to local partners.
• Assist to conduct assessments of local capacity.
• Provide training and support to local partners in administering and reporting.
• Regularly conduct project site visits in order to maintain current information for accurate documentation and reporting.
• Assist in training colleagues and partner teams, as necessary.
• Any other duties related to grants and program reports.
• Assist the program implementation team in timely and accurate reporting to donors.

Organizational Learning As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

Accountability to Beneficiaries Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

KNOWLEDGE AND EXPERIENCE:
University degree in Social Science or equivalent work experience in monitoring, evaluating and learning (MEL) through direct program implementation. Minimum 4 years direct work experience in project implementation and/or MEL systems. Work experience in relevant field is required.  Prior experience of carrying out surveys, conducting interviews, and undertaking assessments are essential.  Understanding of qualitative and quantitative indicators.  Creative and ‘out-of-the-box’ thinking. Analytical and report writing skills are necessary.  Computers skills – word-processing and spreadsheets experience required.  Computer database experience preferred. Experience in the development of Logical Framework Analyses and in the conducting of Participatory Rural Appraisal is extremely desirable.

4. DRIVERS

PROGRAM/DEPARTMENT SUMMARY:
The Driver will work within the Logistics department of Operational Support structure, committed to provide reliable and compliant support to program activities in order to achieve efficient service to program beneficiaries.

The driver will provide safe, transport services for MC program and support staff in the described AOR (Area of Responsibility). The driver will adhere to all traffic and MC safety rules and follow the transport guidelines required by the MC transport department.

ESSENTIAL JOB FUNCTIONS:

  •  Operate MC vehicles as assigned by supervisor;
  •  Maintain vehicle log-sheets in accordance with MC policies/regulations;
  • Check the vehicle conditions after each trip/routinely – report needs and problems to transport management;
  • Adhere to all safety and communication protocols as advised by Mercy Corps and supervisor;
  • Responsible for the safekeeping of all vehicle equipment, tools, first aid kits, spares etc.;
  • Keep the vehicle ready, clean and on standby – ready for  use at all times;
  • Assist, as required, with logistics in the office and guesthouse daily workloads;
  • Cooperate and be of assistance to staff and visitors – assist in troubleshooting potential problems during daily business;
  • Report all maintenance needs of the vehicle to transport management on a regular basis;
  • Undertake field assignments as assigned;
  • Work night shifts at MC guesthouses – as assigned by Supervisor with the understanding these are 12 hour shifts;
  • Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in country of operation;
  • Other duties as assigned.


KNOWLEDGE AND EXPERIENCE:
Valid drivers license and experience driving 4×4 vehicles. Must respect and adhere to all safety and traffic rules. Basic understanding of English and fluency in all local languages is required. Knowledge of routes, duty stations, project areas, the NGO and diplomatic community is required.

5. PROCUREMENT ASSISTANT

PROGRAM/DEPARTMENT SUMMARY:
The Procurement Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the purchase of goods and services. The overriding objective for all Mercy Corps procurement activity is the prompt and effective provision of materials and services to Mercy Corps’ beneficiary populations in compliance with donor specifications.

The Procurement Assistant is responsible for facilitating the procurement aspects of Mercy Corps’ logistic operation. Working closely with Program, Administration, Finance and Logistics, the Procurement Assistant is instrumental in supporting program activities through his/her services.

ESSENTIAL JOB FUNCTIONS:

  • Daily coordination of MC procurement activities;
  • Has a full understanding of MC procurement policies and formats. Assists, as needed in training staff on these policies;
  • Assists staff  as needed on creating clear and understandable purchase requests and other documentation;
  • Collects quotations and bids from the market for PR-s as assigned by Senior Procurement Officer – as per Mercy Corps standards and formats;
  • Interact with Vendors during collection of quotations – explain Mercy Corps formats and ensure that vendors will use the provided forms.
  • Ensure fair competition and strictly adhere to  MC procurement rules regarding vendor relations as described below:


»Always accord prompt and courteous reception and fair and equal treatment to all vendors/suppliers and their representatives.
»Provide equal opportunity for vendors/suppliers to make price and specification quotations.
»Guarantee the confidentiality of all specifications and price quotations made by vendors/suppliers.
»Decline to take advantage of vendors/suppliers’ errors, and show consideration for vendors/suppliers’ difficulties by co-operating with them whenever possible.
»Avoid subjecting vendors/suppliers to needless expense or inconvenience when requesting quotations or returning goods.
»Explain as clearly and fully as possible to vendors/suppliers the reason(s) for the rejection of their bids/proposals.
»Remain scrupulously free of obligations to any vendor/supplier.
»Remain informed about sources of supply, methods, services and materials and encourage vendors/suppliers to test and develop improved or expanded products and services.
»Inform vendors/suppliers about current and anticipated requirements.

§ Interact with contractors, in coordination with the Senior Procurement Officer & Operations Manager;
§ Ensure that the required documentation of supplies and transactions are completed to MC standards.
§ Assist the P&L management and office staff with procurement activities, as required;
§ Assists P&L Management with asset management. Identify assets during the course of procurement and notify the Asset Controller on receipts of assets.
§ The Procurement Assistant will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
§ Maintain and update MC procurement files. §  Raise payment request for vendor’s payments and monitor the status of each payment.
§ Other duties as assigned

KNOWLEDGE AND EXPERIENCE:

  • Degree in a relevant business field is desired. 
  • Minimum 2 years’ experience in procurement, preferably within an INGO; international business or related field. 
  • Strong organizational skills; ability to interact effectively with international and national personnel.
  • Good oral and written English skills. Good computer skills on MS Office programs, especially in MS Excel. 
  • A demonstrated ability to multi-task and process information into action as to not delay program activities. A clear understanding of procurement ethics and donor compliance is essential.

6. FINANCE OFFICER

PROGRAM/DEPARTMENT SUMMARY: 
The Mercy Corps Finance Department is responsible for all financial functions including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.  The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

Working in the Finance Department under the direction of the Senior Finance Officer and Finance Manager at the Mercy Corps Nigeria office in Abuja, the Finance Assistant will assist in the processing and recording of payment transactions in timely and accurate manner.

ESSENTIAL JOB FUNCTIONS:
1.   Maintain custody of the office cash fund and make daily payments of approved transactions
2.   Review expense reports (travel expense reports and operational expense reports) for accuracy and completeness and ensure that expense reports have been fully approved before payment
3.   Perform daily Safe management with the Senior Finance Officer
4.   Maintain the uncleared cash advance file and prepare past due advance report for the Finance Manager
5.   Prepare checks or wire transfer requests based on fully approved documents and present to approved check-signers for review and signature.
6.   Prepare bank payment vouchers and ensure that all bank transactions are properly and fully documented
7.   Record payment vouchers daily in the bank sub journal
8.   Prepare photocopies of vouchers and other supporting documents as required for the monthly reporting package to HQ Finance
9.   Liaise with statutory bodies and make statutory remittance to relevant bodies
10.Knowledge of an efficient filing system such that files are updated, complete and safeguarded
11.Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
12.Other duties as assigned.

KNOWLEDGE AND EXPERIENCE:

  • Three or more years of bookkeeping, accounting and finance.
  • Experience in development sector is desirable.
  • A degree in accounting or a relevant business field is desirable.
  • Strong computer skills in MS Office programs, particularly Excel is a must.
