Operation Manager at Chemonics International Inc

Chemonics seeks a regional program manager for an anticipated program in Nigeria funded by USAID’s Office of Transition Initiatives. The program will focus on preventing and mitigating conflict and engaging youth and communities. The regional program manager will be based in Abuja, Nigeria, with travel to other parts of the country, including northern and northeastern Nigeria as conditions allow.

OPERATIONS MANAGER

RESPONSIBILITIES INCLUDE:

  • Manage and oversee all aspects of field operations, including administration, logistics, procurement, budgeting, financial management, facilities management and inventory control
  • Ensure compliance with all USAID and other government requirements for operations and grant making activities, including monitoring grantee performance and grant worthiness, ensuring transparency and integrity in all procurement processes, and financial management
  • Serve as acting chief of party during the chief of party’s absence
  • Supervise day-to-day financial operations, including cash flow management, time sheet recording, financial reporting to USAID, and ongoing financial tracking and monitoring
  • Serve as primary point of contact for human resource issues
  • Under the direction of the chief of party, ensure a collaborative relationship with senior USAID staff in Nigeria and Chemonics’ local and expatriate field- and home-office staff
  • Provide hands-on management and oversight of grants and other activity implementation
  • Ensure compliance with USAID and Chemonics policies and contractual requirements
  • Ensure compliance with physical, operational and data security requirements


QUALIFICATIONS:

  • Bachelor’s degree in a relevant  field such as international relations, regional studies, or conflict mitigation; master’s degree preferred
  • Minimum five years of experience managing complex, fast-paced, and challenging programs in Africa, preferably Nigeria or West Africa, including at least two years of supervisory management experience
  • Experience implementing programs that include significant grants under contract components, including in-kind and small grants
  • Experience with programs that deliver assistance quickly in response to emerging windows of opportunity
  • Experience managing rapid transition programs, and working in fragile or transitional state or security-challenged environments
  • Strong multicultural, interpersonal, and supervision skills
  • Financial management experience, including budgeting, financial tracking, reporting and accounting, and procurement
  • Proven ability to multi-task, meet short deadlines and perform successfully in high- pressure, insecure, and stressful environments
  • Experience on projects funded b USAID or other donors is required
  • Strong proficiency in basic computer applications, including MS Word, Excel, and Access
  • Fluent written and spoken English
