Regional Program Manager at Chemonics International Inc

Chemonics seeks a regional program manager for an anticipated program in Nigeria funded by USAID’s Office of Transition Initiatives. The program will focus on preventing and mitigating conflict and engaging youth and communities. The regional program manager will be based in Abuja, Nigeria, with travel to other parts of the country, including northern and northeastern Nigeria as conditions allow.

REGIONAL PROGRAM MANAGER

RESPONSIBILITIES INCLUDE:

  • Provide overall management for a field office in northern or northeastern Nigeria
  • Reports to the chief of party, who will be based in Abuja
  • Based on guidance from the chief of party on overall strategy and program priorities, manage design and implementation of regional level strategy including developing activities development, identifying appropriate local partners, and developing and implementing grants
  • Supervise field-office staff, including program development, activity management and administrative staff
  • Provide ongoing situation analysis and input on local economic, political, and legal context.
  • Oversee communication and reporting functions and monitor and implement activities
  • Provide hands-on management and oversight of grants and technical assistance activities developed through the field office, including supervising program staff and ensuring appropriate activity design,development and implementation procedures are in place and adhered to
  • Ensure compliance with all applicable USAID and Chemonics policies and contractual requirements
  • Ensure compliance with physical, operational, and data security requirements. 
  • Make key decisions and solve problems in short time frames that respond to program priorities and needs on the ground


QUALIFICATIONS:

  • Bachelor’s degree in a relevant  field such as international relations, regional studies, of conflict mitigation; master’s degree preferred
  • Minimum five years of experience managing complex, fast-paced, and challenging programs in Africa, preferably Nigeria or West Africa, including at least two years of supervisory management experience in a field office
  • Experience developing and managing programs that include a grants under contract component, including in-kind and small grants
  • Experience managing rapid transition programs experience working in security-challenged state environments
  • Strong multicultural, interpersonal, and supervision skills.
  • Financial management experience, including budgeting, financial tracking, reporting and accounting, and procurement
  • Proven ability to multi-task, meet short deadlines and perform successfully in high-pressure, insecure, and stressful environments
  • Experience on projects funded by USAID or other donors is required
  • Demonstrated leadership, versatility, and integrity
  • Strong proficiency in basic computer applications, including MS Word, Excel, and Access
  • Fluent written and spoken English required
