- Manages the administration of the programme at the state level under the direction of the State Team Leader.
- Maintains approved systems of accountability by ensuring compliance with all programme operational procedures and policies. Supervises the financial and administrative team.
- Leads the financial management of the state office, including maintenance of imprest account, accounts payable, checking accounts, travel expenses, consultant and other contracts, and payments for various transactions.
- Develops monthly financial reports and statements, and maintaining all financial records, including reconciling bank accounts! statements operated at the state level, between the state and national office to ensure that adequate funds are available for the smooth running of the office and the programme’s activities at the state level.
- Prepares activity budgets, annual budgets, cash flow and budget monitoring records, in collaboration with relevant technical staff.
- Provides periodic on the-job training to all administrative and finance officers, as required.
- Conducts frequent audits and checks on procurement, store, vehicle management and other internal systems.
- Ensures that the approved estimates or expenditure on budget items are as much as possible not exceeded, but controlled at all times.
- Coordinates all travel arrangements and other logistics needs for state level staff, consultants and visitors.
- Assists the State Team Leader to ensure the recruitment and availability of the necessary human resources in the state office at all times
- Revises personnel and human resource development policies on an ongoing basis; and ensures that all state level staff have access to, are knowledgeable of, and follow such policies.
- Manages the routine personnel performance review process, using the regular staff appraisal format.
- Provides staff with relevant opportunities for professional development that are in line with the functions of their jobs.
- Maintains meticulous and up-todate personnel records of individual staff, including leaves, assessments, salaries, and contracts.
- Ensures that all new staff are adequately inducted and oriented about personnel policies and procedures.
Requirements
- Bachelors degree (minimum) or a master’s degree (desirable), in Accounting, Business Management, or other relevant administrative field
- At least 6 years’ experience in financial; administrative, and human resources management, preferably in a health-related project funded by an international NGO, DFID or USAID
- Good financial management and administration skills; and experienced in designing financial policies and procedures,
- Experience in contracts and grants management in line with organization’s personnel policy and Nigerian labor laws
- Ability to multi-task with excellent organizational, administrative, and coordination capabilities.
- Culturally sensitive and able to work in the diverse socio-economic and complex settings of a given state
- Highly experienced in application of a variety of Accounting Software Packages
- Excellent communication skills in English and the local dialect.
- Willing and able to travel up to 30% of the time within and outside of specific state at short notice

- Provide technical support and logistics to project implementation team and partners.
- Oversee the financial operations of the project and ensure timely and accurate financial reports and practices including cash management, payroll, financial disbursements, ledgers etc.

- Manage financial control, prepare and analyse budgets, develop financial reports, and make recommendations to the organization on budget expenditures.

- Candidate should possess B.Sc or HND in Accounting, Finance and Economics.
- Conversant with the use of different accounting packages, preferably Quick Books.
- Not less than 5 years post qualification experience in the NGO sector.
- Experience with EU and USG donor financial reporting requirements is an added advantage.
- Exposure to the handling of project and counterpart fund reporting.
- Must be a team player, possess excellent communication and writing skills and should be able to show characteristics of integrity and commitment to work.

Requirements
- The candidate should possess BA in Mass Communication, Media Studies or Journalism with at least 3 years working experience in a similar role within the NGO/civil sector.
- Previous experience in the media industry is an advantage.
- The candidate should have the following knowledge and skills.
- Proven writing skills particularly in the art of storytelling, summarizing long articles into simple digestible bits of information, publication of press releases, designing campaign messages, slogans and other types of communication material.
- Ability to conceptualize, design and implement major information campaigns.
- Proficiency in one the languages spoken within the Niger Delta.
- Knowledge of international development issues would be an advantage.

- The candidate should possess a Bachelor's degree or higher in a relevant field such as monitoring and evaluation, international development, international relations, or conflict management.
- He/she should have a minimum of 5 years of relevant work experience, with at least 3 of those years in Nigeria, ideally the Niger Delta. Ideally, the candidate will have experience and implementing and monitoring/evaluating programs relevant to the prevention and mitigation of conflict, crisis response, or stabilization.
- In addition, the ideal candidate will have experience interacting and coordinating with Nigerian government officials, international and local NGOs, community-based organizations, and/or members of the campaign's target audience (restive youth (current and former militants, Amnesty recipients, and cultists).
- He/she must possess excellent interpersonal and communications skills in English, and with Microsoft Excel.
- Proficiency in one or more local language(s) of the Niger Delta would be an asset.
- The candidate must be willing to travel and work in the Niger Delta, with periodic trips to Lagos and other

Africare, a US-based NGO established in 1970, has been working in Nigeria since 1978 and is currently operating more than 150 community-based development projects in 25 African countries. Africare has long standing experience in the design and delivery of technical, training, material and financial assistance to self-help efforts in the fields of health/HIV-AIDS, food security, natural resource management, water resource development, micro-enterprise, civil society strengthening and good governance. Health programs are important to Africare's work in virtually all countries where it operates and constitute about one-quarter of Africare’s overall development assistance effort. In Nigeria, Africare has its main office in Abuja and field offices in Port Harcourt and Asaba and Uyo and Benin, with smaller satellite offices in Bayelsa and Cross Rivers State.
Funded by the Chevron, the Malaria Control and Health Promotion in Flood Affected Populations (MCHP-FAP) Project has a goal of reducing the prevalence and mortality related to malaria in following communities; Idah, in Kogi State, Agenebode in Edo State and Koko and Ogbe-Ijaw in Delta States. The specific targets relate to use of LLITNs, ACTs, and RDT in line with the National Malaria Control Program (NMCP) targets from the NMCP National Strategic (2009-2013).

- Assist in the coordination of critical activities, such as visits to project site, training, monitoring s and meetings with project partners, Participate in field visits as necessary
- Provide production support for materials developed for internal and external communications and learning around progress and findings, such as document formatting, editing and proofreading
- Track project activities with budget and time
- Fully understand the project curriculum and be able to provide guidance to coaches and other stakeholders
- Keep project records, data, directory and inventory
- Communication on project results with program Officers and coaches
- Reporting on the project as required
- Logistics for project site visits, trainings, meetings and other project activities in line with project work plan
- Make first draft of letters, MOUs and other documents
- During meetings, record and archive minutes for reporting purposes.
Requirements
Education:
Bachelor's degree in PHE, social sciences, public policy, or related fields.
Professional Experience:
- Minimum of 2 years’ experience in providing support and coordination of youths on field-based projects
- Minimum of 2 years’ experience working with / social/ Sports, community development, and/or health.
