Girl Hub Nigeria seeks to make a difference to millions of adolescent girls in Northern Nigeria, by using a variety of media to start a conversation in Northern States that challenges prevailing attitudes towards young adolescent girls whilst also providing girls with safe spaces so they have the opportunity to talk, share and reflect with each other. The purpose of this role is to coordinate and implement the Monitoring and Learning strategy for Girl Hub Nigeria, which is based on the Girl Hub theory of change. There are two ways in which we make an impact for girls a) through catalysing policy change, to integrate girls’ priorities and scale up investment in adolescent girls and b) through social change communications.
Girl Hub Nigeria is looking for a dynamic and experienced monitoring and evaluation professional to join an energetic team working in support of adolescent girls. The senior manager will also be responsible for piloting the innovative SenseMaker methodology. This methodology will generate robust real time evidence, which we will use to feed back into policy discussions and improvements in programme design. Of particular importance is the role that SenseMaker plays in elevating the voices of girls. He/she will also help establish Girl Hub Nigeria as a learning organisation and assist in the set up of reporting systems for accountability, both to funding partners and to Nigerian girls.

Description
The recipient of this manager will be Girl Hub Nigeria. Specific deliverables are listed below. The M, L and R manager will work as part of the Girl Hub Nigeria team, and will be expected to be self-starting.
Key Roles & Responsibilities
- Be responsible for testing and refining the M&L strategy in close collaboration with other members of the Girl Hub team and support from international development consultants.
- Advise on how M&L and other evidence can inform the evolution of the Girl Hub as a learning organization.
- Advise on the ToR for a value for money assessment and ensure that VfM metrics are included as appropriate in the M&L strategy.
- Lead and coordinate the quarterly Qualitative Assessment Scorecard (QAS) for Girl Hub Nigeria.
- Establish and maintain a good database of results ensuring these are accessible to the Girl Hub and Nike Foundation teams.
- Work with relevant Girl Hub and Nike Foundation teams, such as the Gschool and Insights team, to advise on the use of data and evidence in policy, communications and programme work for girls.
- Invest time in understanding the SenseMaker and attitudinal survey research methods with input from international consultants.
- Have overall responsibility for organising and ensuring high quality story collection for Sensemaker application in Nigeria.
- Work with the Senior Monitoring, Learning and Results Managers in Ethiopia and Rwanda with support from international development consultants to develop a framework to integrate SenseMaker with the national attitude survey, to deepen our understanding of the results.Identify, coordinate and manage a local research partner to implement a follow up to the baseline survey and any fieldwork needed for future SenseMaker work. Oversee field logistics, perform quality spot checks and train fieldworkers where necessary.
- Collaborate in the analysis of the SenseMaker stories and the attitudinal survey.
- Build Girl Hub’s links with research and knowledge organizations in Nigeria and the government statistics office, to ensure Girl Hub has credible and up to date knowledge of the situation of girls in Nigeria.
- Ensure that Girl Hub’s learning is disseminated to other parties. GH is committed to the widespread use of age-sex-disaggregated data and this post holder will be responsible for leading and promoting this work in Nigeria.
- Ensure GH Nigeria records the process of innovation and it’s learning in respect of each of its initiatives.
- Work closely with the Girl Hub Nigeria Operations and Finance team to ensure that the M&L strategy is costed and resourced.
- The M, L and R manager will be based in Abuja with some local travel depending on the political situation. There may also be some international travel as requested.
SPECIFIC TASKS/ACTIVITIES
The manager will develop a workplan to detail delivery of the above for agreement with the Girl Hub Country Director and the Director of Monitoring Learning and Results based in London within two weeks of taking up post.
METHODOLOGY
Girl Hub is committed to taking an approach driven by girls and what matters to girls in everything that we do. The M&L strategy uses innovative methodologies to ensure that what counts for girls is counted and that it reflects girls’ voice and girls’ definition of success. The manager is expected to draw on his/her familiarity with both quantitative and qualitative methods of M&L, including the use of technologies, and to work closely with Nike Foundation and Girl Hub experts to evolve an innovative strategy that is accountable to girls.
OUTPUT
The Senior Monitoring, Learning & Results Manager will be responsible for the following deliverables: A clear work plan within two weeks of taking up post. Testing and refining the local M&L framework for Girl Hub Nigeria liaising closely with the M, L & R managers in Ethiopia and Rwanda as well as other members of the M&L network. Periodic reports summarising emerging patterns and trends, with monitoring data (sources, dates and numbers) detailed in an annex.
REPORTING
The Senior Monitoring, Learning and Results Manager will co-report to the Director of Girl Hub Nigeria and the Deputy Managing Director of Girl Hub who oversees Girl Hub’s wider M&L strategy. They will also work closely with international consultants in the design and implementation of SenseMaker research and to support the attitudinal survey design and implementation in Nigeria. He/she will take overall responsibility for the timely and high quality delivery of outputs by local consultant hired to support Girl Hub Nigeria in M&L.
Qualifications and Skills
At least a Masters degree in the social sciences.
At least five years’ experience in applied research and/or monitoring and evaluation.
Experience with coordinating research programmes and managing fieldwork teams.
Experience with participatory approaches.
Experience with qualitative methods and data. Strong problem solving skills with the ability to apply creative thinking to research and M&L activities
An in-depth understanding of Nigerian sociocultural context.
Strong communication and organizational skills.
Experience conducting gender-focused research and analysis (asset)
Experience with monitoring and evaluation of behaviour change communications activities (asset)
